Bio
Dr. Shah’s expertise is on design and implementation of public policy, regulatory and institutional governance regimes in the environment/energy/climate space, particularly in small island economies. He is Director of the Island Policy Lab and professor of Energy and Environmental Policy at the Joseph R. Biden Jr. School of Public Policy and Administration, University of Delaware. He is also Global Coordinator of the United Nations Universities Consortium of Small Island States.
 
He has served as Co-ordinating lead Author for policy assessment in the UN Global Environmental Outlook 6 Report and other high level committees. He frequently consults with World Bank, UN agencies and the Commonwealth Secretariat among others. Some of his recent funded work studies green economy actor dynamics; circular economy particularly plastics; and evolving policy from energy security to energy resilience.

A highly cited authority, his work had appeared in Business Strategy and the Environment, Corporate Social Responsibility and Environmental Management, Energy Policy, Energy Strategy Reviews, Journal of Cleaner Production and Policy Sciences and other top research outlets. Dr. Shah is a Fulbright Scholar originally from Trinidad & Tobago.
