Lieutenant Colonel (ret'd) Richardo Garcia is a retired senior commissioned Officer of the Trinidad and Tobago Defence Force with over thirty-two years distinguished service to Trinidad and Tobago. He is a former Battalion Commanding Officer in the Trinidad and Tobago Regiment, Commander of the Trinidad and Tobago Regiment Special Forces Unit and the Defence Force Special Operations Group, Deputy Director ( Operations) of the former Special Anti-Crime Unit of Trinidad and Tobago (SAUTT), a former Director of the National Security Operations Centre (NSOC) and recently retired Health Safety Security Environment (HSSE) Manager and Port Facility Security Officer of Trinidad Cement Limited Group. He is presently the Principal Consultant and Trainer for Richardo Garcia and Associates; a Security Management and Training Consultancy and Recognised Security Organisation (RSO) under the International Shipping Port Security (ISPS) Code.

He holds a Bachelor of Arts Degree in Business and Finance from Heriot Watt University, Scotland, a Post Graduate Diploma and Master’s Degree (Distinction) in Criminology and Police Management, Cambridge University, UK. He also holds graduate certificates and diplomas in Sports Administration, Training and Development, Mediation and Conflict Resolution, and other professional certifications in Health and Safety, Special Operations, VIP Protection, Protective Security Operations, Maritime Port and Harbour Security Management, Psychological Warfare, Security Risk Assessments, Business Continuity, Operations Management and Advanced Firearms Training. He currently serves as the Executive Chairman of IDPA Trinidad, a national defensive pistol organization and authorized firearms training institution and is a Certified Master Firearms Instructor and member of the International Association of Law Enforcement Firearms Instructors (IALEFI). He has membership in several local, regional and international professional organizations. He is a Board-Certified Protection Professional (CPP) for the past 15 yrs and the Assistant Regional Vice President for Trinidad and Tobago with the American Society of Industrial Security (ASIS) International and a Certified Business Continuity Professional (AMBCI) for the past 10 yrs. He is also a part time lecturer in Criminology and Public Safety, lecturing in Security Management, Public Safety and Disaster Management, Physical Security Risk Analysis and Assessment for the past 10 years.
He actively mentors young security professionals in Security Management and professionalizing the security profession; with an emphasis on training.
