Mr. Harrylal has 30 years’ experience in the Oil and Gas sector. He is currently the Vice President - Operations at the National Gas Company in Trinidad. He has also worked at Phoenix Park Gas Processors Limited (PPGPL) since 1991 and held various positions, including Senior I&E Engineer, Instrument & Electrical Superintendent, Maintenance Manager, Vice President Engineering (Ag.) and Vice President Operations. Mr. Harrylal has also attained international experience at ConocoPhillips where he was assigned to several Gas Processing and gas gathering projects in West Texas and New Mexico USA. Mr. Harrylal have also participated in several Plant Expansion projects in various roles at PPGPL from conceptualization, Front End Loading, FEED, Engineering, Procurement, Construction, Commissioning, and start-up.
His experience includes project development and engineering for expansion projects associated with gas processing plants and gas gathering facilities together with fourteen (14) years leadership experience. Mr. Harrylal has significant experience in the application of functional safety systems, asset integrity, and process safety leadership as well as experience in commercial and business development functions.
Mr. Harrylal is a UK registered Chartered Engineer (CEng), REng and holds an MBA from the UK Heriot-Watt University. Mr. Harrylal is also an active member of several professional Engineering institutions including APETT, InstMCuk , CCPS, ISA and also participates as an Industry Liaison member for the Department of Electrical & Computer Engineering UWI. As Vice President Operations at NGC he is generally responsible for the safe Gas gathering and transmission operations, Asset Integrity, Maintenance and ensuring the availability/ reliability of all NGC operational assets.
Mr Harrylal also initiated and was part the joint task force that authored the CCPS Monograph: RBPS During COVID-19 & Similar Disruptive Times.
During his career, he has been a key driver of deploying “fit for purpose” Technology solutions and improvements towards achieving Operational Excellence and aligned with world class standards.
He is also a member of the IGU Methane Experts Panel, OGMP sub-committee and a key contributor of the NGC Sustainability initiatives and Energy Transition plans.
