Steve R. Lalbeharry has just celebrated his twelveth (12th) year employed at the Environmental
Management Authority (EMA). For the past nine (9) years, he has been the EMA’s Regional
Coordinator supervising the Emergency Response & Investigations Unit where he leads a team
of committed officers who are responsible for investigating environmental complaints and
responding to environmental emergencies.
Approximately three (3) months ago he provided leadership as the Incident Commander for a spill
incident at the entrance to the Caroni Swamp where he led and coordinated collaborative efforts
among of several Government Agencies to address this spill incident. Recently he completed his
refresher training in the Incident Command System (ICS) for the positions of Incident
Commander, Planning Section Chief and the Operations Section Chief.
Always passionate about the marine environment, Steve started his career approximately twenty-
five (25) years ago as a Marine Technician at the Institute of Marine Affairs, during which time he
gained experience on land and the nearshore marine environment. His marine environmental
experience extended further offshore whilst employed as an Environmental Technician at a local
Oceanographic Consultancy Company.
He is a Geologist by training, having read his BSc at the University of the West Indies, Mona
Campus, Jamaica. He complemented his geological courses with Ecology, Coral Reef Ecology
and GIS (Geographical Information System) which maintained his focus on the environment.
In 2020 he combined his technical background with a Master in Business Administration (MBA)
in Project Management through the Anglia Ruskin University. He was able to research the global
issues of plastics as his MBA dissertation examined the implementation of a Circular Economy
for plastics in Trinidad and Tobago.
One of his personal growth strategy is to network with leaders who have championed the Circular
Economy concept to address issues at the regional and international levels. He has continued
with this growth and earlier this year, he received his certificate for completing a course entitled,
‘Circular Economy and Sustainability Strategies’ at the Cambridge Judge Business School of the
University of Cambridge.
